About ICNL
The International Center for Not-for-Profit Law (ICNL) is an international organization dedicated to promoting an enabling legal environment for civil society and public participation worldwide. ICNL helps strengthen the legal framework for civil society through technical assistance, through the expertise of a multi-national in-house staff and global network of legal specialists, and through partnerships with civil society representatives, government officials, scholars and business leaders. ICNL has worked on NGO law reform projects in over ninety countries in conjunction with the US Agency for International Development, Council of Europe, OSCE, World Bank, United Nations and other institutions. ICNL has also had significant experience in Asian countries, including the Central Asian countries of the former Soviet Union, Southeast Asia and the Middle East, as well as post-conflict countries, including Kosovo and East Timor.
ICNL has been engaged in Afghanistan since 2002, and is currently funded by USAID through Counterpart International to support the enactment and implementation of enabling legislation regulating not-for-profit, non-governmental organizations (NGOs). ICNL provided technical assistance to the Ministry of Economy and other key stakeholders during the drafting of the Law on NGOs (enacted June 2005). ICNL is currently providing implementation and capacity building support to the Ministry and to NGOs operating in Afghanistan.
